City of Ottawa Resources:

• Ottawa.ca/311 or with the mobile app, under Report or request. Service requests submitted through this channel are sent immediately and directly to the appropriate City crews for action. 
• Members of the public can email the City at [email protected].
• The 3-1-1 Contact Centre is open 24 hours a day, every day of the year, including holidays for emergencies. After-hours reporting callers are told to only stay on the line if it is an emergency. 
• 311 Noise During the daytime, between 7 am and 11 pm, any noise must be kept below the decibel limits set in the Noise By-law (No. 2017-255). Overnight, between 11 pm and 7 am, any noise that disturbs someone may be considered a violation.
• 311 Garbage Wait until 6pm on pick-up day to report garbage not picked up. Apartments may be on an alternate pick-up schedule. 
• 311 Illegal Dumping: in a park; on a road or sidewalk
• Animal problems including reporting rat sightings on public and private property
• Needles: Call 3-1-1 to dispatch City staff to retrieve the item(s). Property owners are responsible for removing discarded needles and drug use equipment from their property. Non-publicly accessible areas: Property owners are responsible for having the item(s) removed. If they are not comfortable removing the item(s), they should call a private waste removal company to have the hazardous material removed. Publicly accessible areas: By-law and Regulatory Services may attend if the item is publicly accessible and poses a risk to the public.
